The festival was organized by a group of university students, led by the poet and writer August von Kotzebue, who were inspired by the ideals of the Enlightenment and the romantic movement. The students were concerned about the political situation in Germany, which was under the control of a series of repressive monarchies, and they saw the festival as an opportunity to express their opposition to censorship and political oppression.

The festival also had political implications, as it was seen as a challenge to the repressive political regimes that ruled Germany at the time.
